With sprawling homeless encampments popping up all over LA, it’s a problem that’s hard to miss. Fred Yang with Hart Research says 95 percent of local voters in his new poll say homelessness is a serious problem.

”So, this is a strong, palpable issue. And it’s something that has really sort of shot up over the last couple years.”

He says homelessness was not a top issue in LA as recently as three years ago. The survey was conducted for the Los Angeles Times and the LA Business Council. Yang says many residents consider homelessness as a failure of mental health and social service agencies.
