Officials are considering putting homeless people behind bars for misdemeanor drug offenses and potentially for trespassing.  The idea goes against the grain of California, which allows low level criminals to get of jail.  The L.A. Times is reporting that the tactic is getting widespread support across Kern County.  The pilot program is in its early stages, and will need to clear several staffing and funding hurdles as well as get the approval of the city council to get off the ground.
