A Los Angeles City Councilman says homelessness is so bad that California Governor Gavin Newsom needs to declare a state of emergency.

Councilman Joe Buscaino thinks the city is making some progress on homelessness – but not nearly enough. And he says there’s too much red tape in city hall.

”We are proud of the work that the Mayor and the City Council is doing on solving homelessness and moving on key projects, but yet, the bureaucracy gets in the way at all levels of government.”

The councilman insists the city can’t fix it alone. Buscaino wants Governor Newsom to treat homelessness like he would an earthquake or a wildfire by declaring a state of emergency. He believes that would speed up key projects. The city council is also considering a crackdown on overnight camping in sensitive areas.
