Los Angeles County District Attorney Nathan Hochman and Orange County District Attorney Todd Spitzer are proposing legislation that would create harsher penalties for looters. The legislation, proposed Wednesday, would make looting during a local emergency a felony, punishable with a state prison sentence. It would also classify looting as a strike under California’s Three Strikes Law. And, it would make a looting charge tougher to expunge from a criminal record. This follows dozens of looting arrests in the Palisades and Eaton fire evacuation zones.
