Phillips 66 to Close Los Angeles-Area Refinery by Late 2025, Opening Door to New Development

Phillips 66 announced plans to shut down its Los Angeles-area refinery in the fourth quarter of 2025, citing market uncertainties impacting its long-term sustainability.

The 650-acre site, located near the 110 Freeway, employs around 600 workers and 300 contractors. CEO Mark Lashier emphasized the company’s commitment to supporting displaced workers during the transition and is exploring new development opportunities for the site near the Port of Los Angeles.

The announcement follows California Governor Gavin Newsom’s new legislation aimed at stabilizing gas prices, though Phillips 66 stated that the law did not influence their decision. With the closure, California will have eight remaining petroleum refineries. Local leaders like L.A. City Councilman Tim McOskar see the refinery’s closure as a chance for economic growth, promising potential new jobs and improved air quality for communities like Wilmington and San Pedro.
