California lawmakers have passed two bills that ban all plastic grocery bags.  The bills aim to reinforce the state’s 2014 plastic bag ban law.  If signed by Governor Gavin Newsom, the bills will only allow grocery stores to provide paper bags at checkout.  The move is intended to address the loophole in the original 2014 law, which led to an increase in the use of thicker plastic bags that typically aren’t reused, despite being labeled as reusable and recyclable.
