They must also use anti-theft and disabling devices and have a security guard or employee monitoring to prevent cart removal from the property. Failure to comply could result in fines for businesses. This initiative aims to address the issue of abandoned shopping carts in Sacramento, with many ending up in waterways, but there are concerns about imposing the cost on business owners.
