State Assembly Member Joaquin Arambula is introducing a bill that would open the first-time homebuyer program to illegal immigrants by changing the language of who is eligible.

The state-funded Dream for All program offers qualified first-time homebuyers a home loan of up to 20 percent, which is used for the down payment.  The loan is a non-interest loan and does not require monthly payments.

illegal immigrants have to prove two-year job history and go through all of the same qualification process with getting a mortgage loan.  If the bill passes and is signed by the governor, it will go into effect in 2025.

The application process for the Dream for All program as it stands opens in April of this year on a lottery system. Last year, it was on a first-come, first-serve basis.
