(Washington, DC) — A new study says California’s real unemployment rate is three times the official number when considering what it calls the “functionally unemployed”. The Ludwig Institute for Shared Economic Prosperity counts people who are unable to find a decent-paying, full-time job but are technically employed at a poverty level. It says almost 26-percent of California workers are functionally unemployed while the state’s official jobless rate is just seven-and-a-half-percent. The Bureau of Labor Statistics defines employed as working as little as one hour over seven-days.
