A surge in horse racing deaths is not leading to criminal charges in Los Angeles County.

District Attorney Jackie Lacey says the industry has made improvements over the past year and she believes there is no criminal wrongdoing. Dozens of race horses have died over the past 12 months at Santa Anita Park, and critics want to see prosecutions. However, the DA’s task force does not believe animal cruelty charges are warranted. Lacey does believe state regulators need to improve horse racing safety.
