Cops were worried a so-called checklist would make it easier to prosecute officers. The bill does allow lethal force investigations to examine what actions police took before a shooting – not just at the moment lethal force was used. Several prominent Black Lives Matter activists support the bill. A separate bill will provide funding to train officers on the proposed standards.
