About Costa Mesa - 'City of the Arts' Originally established in 1880, the city of Harper changed its name to Costa Mesa in 1920. Primarily an agricultural community, the City grew by leaps and bounds during World War II when the area was used for training U.S. soldiers, many of whom stayed and brought their families to live close by when the war ended. Today, Costa Mesa is a major commercial and industrial center and is home to such significant arts institutions as the Orange County Performing Arts Center, the South Coast Repertory Theater, a regional symphony orchestra and much much more.
